The name refers to the older locality of

Empress Hall which formerly stood on the site, and in tribute to the
Empire State Building. The building is mainly occupied by staff of the
Metropolitan Police and
Transport For London. It was built as a hotel but first used by the
Admiralty and
GCHQ.
